What determines that a track is protected?

The track length.

Proper flag protection, signal indication, or authority in place before occupying the track.

Track protection means there is a safeguard in place before you occupy the track, so other trains won’t enter the same space while you’re moving. This safeguard can be flag protection, signal indication, or authority.

Flag protection uses a flagger or visible flags to warn approaching trains to stop, creating a safeguarded area. Signal indication means the track’s signals show a proper aspect (or clearance) indicating it’s safe to proceed or that the block is set for your movement. Authority means you have explicit permission from the dispatcher or control to occupy the track, such as a block or track warrant.

If any of these protections is in place before you occupy the track, it is considered protected and safe to proceed under those rules. The factors of track length, time of day, or the number of crew on duty do not determine protection.
